ROS approves amendments to MCA Party Constitution proposed during 2019 AGM


At the 66th Meeting of the MCA Annual General Assembly (AGM) held in December 2019, the party proposed and resolved to amend several clauses in the Party Constitution, including issues such as: recruitment of Affiliate Members, and restrictions related to party elections following a General Election. The proposed amendments were then submitted to the Registrar of Societies (ROS) after the AGM, and presently, approval has been given to most of the proposed amendments which will come into effect immediately.


Among the main changes which ROS has approved include:

(1)      Affiliate Membership: Malaysian citizens of non-Chinese descent may join MCA as Affiliate Members.

(2)      Party election date: Party election is to commence no later than six (6) months after the conclusion of a General Election or after thirty-six (36) months from the previous party election, whichever is the later.

(3)      Quorum: Any adjourned meeting must have at least seven (7) members to form the quorum; otherwise it will be deemed invalid.

The amendments entail that MCA is now open to Affiliate Membership application from Malaysian citizens of non-Chinese descent.

In addition to that, with regards to the proposal to lower the age of joining the party to 16 years of age, ROS responded informing that the legal team from the Home Ministry is still reviewing the proposal. It is understood that similar proposals by other political parties have also received similar responses.
