GUIDELINES FOR EXTRAORDINARY MEETING OF THE GENERAL ASSEMBLY OF MCA on 10TH OCTOBER 2009

(Endorsed by the Central Committee on September 19, 2009)

 

 

 

1.

Speaker

 

 

1.1

Pursuant to Article 29 of the Party Constitution, the present Speaker and Deputy Speakers shall be the Presiding Officer of the General Assembly.

 

 

 

 

 

2.

Resolutions & Debates

 

 

2.1

For the sake of the overall interest of the Party, the EGM shall exclude the agenda of debates and speeches during the General Assembly and the delegates are to cast their votes on 5 resolutions ONLY.  

 

 

 

 

 

3.

Election of Scrutinners

 

 

3.1

2 chief scrutineers and 16 scrutineers shall be elected by the General Assembly.

 

 

 

 

 

4.

Voting

 

 

4.1

All delegates must use their membership cards (Smart Card) to collect their ballot papers;

 

 

 

 

 

 

4.2

No delegate is allowed to talk after collecting the ballot papers;

 

 

 

 

 

 

4.3

Delegates are urged to draw “X” or “√” within the box against the resolutions which they vote for. They are strictly prohibited from using other signs or markings;

 

 

 

 

 

 

4.4

After having marked the ballot papers, it must be folded up immediately and put in the ballot boxes on the stage as indicated before leaving the hall for lunch;

 

 

 

 

 

 

4.5

No delegate is allowed to openly “disclose” his/her vote to others, neither can he / she influence others to vote. The Speaker, scrutineers, inspectors will help to monitor the overall voting process;

 

 

 

 

 

 

4.6

No delegate is allowed to take a picture of his / her vote by any hidden camera or handphone. All handphones must be properly kept in pockets.

 

 

 

 

 

5.

Vote-Counting & Announcement of Result

 

 

5.1

Vote-countings will be held in Dewan San Choon where the EGM is held.

 

 

 

 

 

 

5.2

All vote-counting staff and scrutineers are not allowed to bring along with them any handphone or transmission instrument into the vote-counting centre;

 

 

 

 

 

 

 

5.3

Recount of votes will only be allowed if there is a difference of votes of 1% of the total votes cast;

 

 

 

 

 

 

5.4

If there be any draw of votes, the Speaker can exercise his right by casting an extra vote as provided in Article 169 of Party Constitution. If the Speaker elects not to vote, then the decision shall be made by drawing of lots as stipulated by the rules of our Party elections.

 

 

 

 

 

6.

Others

 

 

6.1

It was resolved that all canvassing activities within the vicinity of Wisma MCA should stop immediately after 0.00am of 10th October 2009;

 

 

 

 

 

 

6.2

There shall be no putting up of any banner or distribution of publicity materials (including news papers) within the vicinity of Wisma MCA on 10th October 2009.
