T The Presidential Council and Central Committee on 5.1.2007 and 23.1.2007 had decided o on the setting up of General Development Fund and 9-Point Party Platform Activities
Fund.

T The MCA Code of Conduct states that “ To curb money politics, all leaders, members or
their agents and supporters are not allowed to solicit Party members support via means of g giving cash, providing free meals, vacations or gifts, promising Party or Government
positions and other like manners which will give rise to the suspicion of money politics”.
Hence, the Party prohibits all Central Committee Members to individually making donations
or contributions to States and Divisions outside their own for building or any other funds.
Accordingly party organization at State and Division level must not solicit donations or
contributions from Central Committee Members or their agents. In view of this, the
following funds are set up to assist States and Divisions. |

1 1. General Development Fund |
|
1 1.1 |
The objectives of this Fund are: |
|
|
|
|
a) the utilize for the purpose of major HQ renovation, and |
|
|
b) to give grants to the States or Divisions to finance the purchase or construction of buildings for the purpose of party activities. |
|
|
|
|
|
|
1 1.2 |
The authority for the approval of utilization of the Fund is the Presidential Council / Central Committee. |
|
|
|
|
|
|
1 1.3 |
The application for the Fund must be made in the prescribed form which must be endorsed by State Liaison Committee Chairman for submission to the Presidential Council/Central Committee for approval. Application Form for General Development Fund can be obtained from Chief Administrative Director’s office. |

|
|
|
2. 9-Point Party Platform Activities Fund |
|
2.1 |
The purpose of the Fund is to assist Divisions including Youth and Wanita to carry out 9-Point Party Platform activities. |
|
|
|
|
|
|
2.2 |
The Central Committee in a meeting held on 25.08.2006 had duly approved the allocation for grants to all the MCA Divisions, Divisional Youth and Wanita for usage in 9-Point Party Platform activities for the year 2007. Details of the grants allocated are as follows:

a) |
For Division, a grant calculated based on RM300.00 per MCA Central Delegate subjected to a minimum payment of RM1,000.00 per Division; |
|
|
b) |
For Divisional Youth, a grant calculated based on RM100.00 per MCA Youth Central Delegate subjected to a minimum of RM500.00 per Divisional Youth; |
|
|
c) |
For Divisional Wanita, a grant calculated based on RM100.00 per MCA Wanita Central Delegate subjected to a minimum of RM500.00 per Divisional Wanita. |

|

3 3. Financial Guidelines and Procedures for the Disbursement |

3.1 |
Disbursement of the 9-Point Party Platform Activities grants to Divisions, Divisional Youth and Wanita will be carried out in two (2) installments i.e. January and July 2007. |
|
|
|
|
|
|
3.2 |
In the case of Divisions who do not submit annual returns to the Registrar of Societies, Headquarters reserved the right to withhold any payment. For payment 2007, the annual return for 2005 must be submitted. |
|
|
|
|
|
|
3.3 |
All Divisions, Divisional Youth and Wanita are required to submit the activities report on the usage of the grant in a standard format to MCA HQ before 7th July, 2007 and 7th January, 2008. Failure to do so would result in a withdrawal of future funds allocation. |
